One is only moving the mass of the petroleum, not the additional mass of strongly built (heavy) rail cars. This means not only less cost, but less fuel must be burned to run the pumps as compared with the locomotives. Maybe an additional objective of the anti-petroleum gang is to make shipping expensive (in addition to less safe).
